All items not produced in your state would be taxed at 7% import tariff.

Factories pay no taxes to the state and may get state provided land and resources to establish necessary power/sewer lines etc. but must pay import fees for raw materials not from the state.

Workers for the factory, lets say Hewlett Packard, are hired at Kelly Girls temporary employment service. All must have a college 2 year degree and all must start at minimum wage.

Factories increase wages based on performance and timely work habbits to middle class wage and then select the best 15% of the employees as direct hire with negotiated benefits.

Your first tenet is unconstitutional.This is the exact system in Puerto Rico, well not exact but the tax is 6.6% I think.

We have a large Hewlett Packard factory and a Tyco International factory within five miles of my house. But to apply for a job you must drive 35 miles to another city and see Kelly Girls.

As has already been said, your setup is unconstitutional. States may not place tariffs on goods from another state.

Nope won't work. Think UNITED STATES.

If ohio can find a way to do it you can bet they will. They don't let little things like the Constitution get in in the way of taxing.
