Nagin practices his own type of racism

Remember New Orleans mayor Ray Nagin wanting a "Chocolate City" and demanding more equity for black citizens? Apparently, you need to be a black with money and power to get anything accomplished.
Nagin got federal aid money by the trunk load to help rebuild and fight crime. Which he used to help the parts of the city that bring in tourists.
The poorer parts of New Orleans were also promised help. A huge program was put together and heavily funded. Apparently, the program did next to nothing, and is now being phased out.
Where did the money go, Ray? Why discriminate against your own people?

That city has been run by blacks for decades. They had the chance to vote in some new blood and ran with what they knew. Why are they surprised to find themselves in the same situation?????
