Feb. 6--ANTIOCH -- On any given morning, homeless people congregate downtown.

Some wander along the Delta's edge, while others cast fishing lines off the pier near the Riverview Lodge. Life for them is wondering where the next hot meal is coming from, or where they're going to lay their head come nightfall.

"You're not going to eradicate homelessness," said Antioch police Chief Jim Hyde, who is hoping to address the problem with the launching of a new program this spring. "You have to ethically manage it. Not doing anything about it simply leads to it getting out of control."
