Pork Galore: Obama’s Stimulus Bill Does Little to Stimulate the Economy

January 28th, 2009 11:25 am | by Mike Miller | Published in Activism, Big Government, Constitution, Debt, Liberty, Obama, Politics, Socialism, Taxes, congress, government spending, national debt | 2 Comments

Beware: this post may make you ill.

Aren’t we being told that the $850 billion so-called “stimulus” bill being discussed in Congress would be to prop up our failing economy? Forgetting for a moment the fact that economic stimulus can never work or that it’s unconstitutional, isn’t the intent of any economic stimulus bill to stimulate the failing economy?

In reality, our new President and the Big Government Democrats and Republicans in Congress are again using this crisis as an opportunity to fund their pet project and fulfill some of their liberal/progressive agenda.

If the goal is to stimulate the economy to alleviate the effects of the “deepening recession”, then why does the bill contain the following (which is definitely not an exhaustive list):

$87 billion for Medicare outlays and related spending
$20 billion toward nutrition assistance program (food stamps)
$2.8 billion to expand broadband Internet service in rural areas
$4 billion for programs “to develop rural communities…”

$3 billion for grants to improve the criminal justice system
$3 billion for grants to fund science and technology research
$1 billion for periodic censuses and programs
$1 billion for programs of the National Oceanic and Atmospheric
Administration
$1 billion for the Community Oriented Policing Services program
$2 billion for “other activities”
$4 billion to the Department of Defense to repair, maintain, and renovate its facilities; for energy-efficiency projects, including the modernizing of heating/cooling and electrical systems; and for improving
Army barracks
$43.9 billion for the Department of Energy (DOE),
$4.5 billion for the Army Corps of Engineers
$500 million for the Bureau of Reclamation
$8.7 billion to promote energy efficiency and conservation at federal facilities and to support small businesses
$1.1 billion for a variety of programs administered by the Department of Homeland Security
$8.4 billion for the Clean Water and Drinking Water State Revolving Funds (SRFs)
$6.6 billion would fund various programs, including capital improvements and maintenance for the Forest Service and National Park Service, the Superfund program, and wildland fire management
$20.4 billion for programs administered by the Department of Health and Human Services
$4.6 billion for employment and training programs administered by the
Department of Labor
$20 billion to renovate elementary and secondary schools
$17.6 billion for Pell grants and other student financial assistance and facilities at post-secondary institutions including federal student loan programs
$29.1 billon for other education programs aimed particularly at elementary and secondary education
$6.0 billion for military construction projects of the Department of Defense
$1 billion for the Department of Veteran Affairs (VA) to maintain and repair VA medical facilities and cemeteries
$276 million would be provided to the Capital Investment Fund for specific information-technology (IT) projects
$224 million would be provided for construction requirements of the International Boundary and Water Commission, United States and Mexico
$30 billion for highway construction
$13.1 billion for other transportation programs administered by DOT
$11.2 billion for housing assistance programs administered by HUD
$5.2 billion for grants to states and cities for activities related to community development
$41.2 billion per year for 10 highway programs at the state and local level
$10.4 billion per year for transit programs at the state and local level
$39.5 billion available to states each twice a year to help them balance their books
$7.5 billion in each year would be reserved for incentive grants to be given to states on a competitive basis in fiscal year 2010, based on states meeting specified criteria in how they spent their initial allocations
$2.3 billion “emergency” spending for the Temporary Assistance for Needy Families (TANF) program
a variety of tax credits for desired behavior
additional unemployment benefits

dollars injected into the economy create economic activity. pure and simple. economic activity creates demand for goods and services which need to be produced and paid for... jobs...economic activity... wages... wages spent in the economy... more economic activity.

This bill is nearly 1/3 of the entire annual Federa; budget. Add at leat $1 trillion to the annual deficit

Most of the pork will not create jobs, will not increase economic activity

It will bring inflation back, and will cause more economic harm

and the %45 billion to ACORN is most insane pork. A huge political payoff

BTW, IF this bill "creates" 4 million jobs (as Obama promised) it will cost the taxpayers $230,000 per job

The $230,000 is not the salary of the job - it is what it will cost the taxpayer

Since not a single Republican voted for mega pork bill, the liberal media is miffed and attacking Republicans

ABC & CBS Chide Republicans for 'Turning Cold Shoulder' to Obama
By Brent Baker (Bio | Archive)
January 29, 2009 - 09:06 ET

Shortly after the House on Wednesday passed President Barack Obama's $825 billion “stimulus” package, ABC and CBS commiserated with Obama over his unsuccessful efforts to woo Republican votes. “Not one Republican voted for it,” ABC anchor Charles Gibson announced on World News with “Rescue Plan” as the on-screen heading, “turning a cold shoulder to the President's appeal for bipartisan support.” Reporter Jonathan Karl fretted: “So much for the President's charm offensive. Today it was all partisan rancor and name-calling.”

CBS reporter Chip Reid related how “the White House says this is a victory for the President, but certainly there is also some disappointment that he worked so hard to get bipartisan support and couldn't get a single Republican vote.” Reid soon chafed over how “Republicans relentlessly attacked the bill despite the President's extraordinary efforts to get bipartisan support.” Katie Couric noted how “the President went up to the Hill to personally appeal to Republicans already,” so, she pleaded, “what more can he do?”

the problem was bigger than anyone could have imagined. The fact remains: when government injects money into the economy, it invariably results in economic activity of some sort.

Analysis: Whatever You Call It, Don’t Call It A “Stimulus” Plan
By Brian Sullivan

Reaction to the stimulus plan (hereafter which should instead be called the “spending” plan based on the lack of stimulus and heavy dose of spending) has nearly universally been negative this morning.

The problem is that there seems to be very little “stimulus” in the stimulus plan, at least in the way of promoting new spending by companies and individuals. Much of the plan is instead devoted to spending on entitlement programs, schools and other social projects.

Analysis from the New York Times indicates the following about the plan:

An $87 billion provision increasing the federal contribution for Medicaid costs is expected to go a long way to help states close their budget gap

The bill would also create a $79 billion state fiscal stabilization fund, disbursing half the money in late 2009 and half in late 2010. The Congressional Budget Office has estimated that little of that money would be spent this year

The greatest prospect of delay in spending is on infrastructure. The bill provides $30 billion for highway construction and tens of billions more for other transportation projects, water projects, park renovation, military construction, local housing projects and more

A look at more than $140 billion in the bill’s spending on education finds some that can move quickly — for instance, $13 billion each over two years for Title I schools, which serve impoverished students, and for special education under the Individuals With Disabilities Education Act

Unemployment benefit checks due to stop will keep coming, along with an extra $25 a week

At the grocery store, a family of four on food stamps could find up to $79 more a month on their government-issued debit card

Remember the President says his impetus for the plan was to create or save 4 million jobs. In his weekly address two weeks ago the President said “the jobs we create will be in businesses large and small across a wide range of industries. And they’ll be the kind of jobs that don’t just put people to work in the short term, but position our economy to lead the world in the long-term.” How exactly do the tiny tax breaks, big entitlement spending and handing billions to states to “fill budget gaps” accomplish this goal?

The Democrats are using the cover of bashing the morals of those against the plan as a way to silence the critics. Because much of the plan has to do with educational, medical and entitlement plans it is easy to accuse those against the plan of trying to damage “children and the ill.” Good try. No one is suggesting that we as a nation do not have a responsibility to help those in need, let’s not confuse that with “stimulus.” This is instead about comparing the stated goals - the selling points - of the plan to what it is now trying to do. And that is to create jobs and “stimulate” the economy. Nearly $100 billion to health care/medicaid, $140 billion to education and a few hundred bucks back in many taxpayers’ pockets will do nearly nothing to create or save jobs as the President has said.
