i think it is a scam, there are tons of warnings, then again, there is this:

My problem with it is the 7 days part. The federal government doesn't open the mail for 7 days. The only time that this has the potential to be true is at the end of the feds fiscal year when they have to spend the money or lose it from the budget the following year.
