okay, let's consider a small midwestern city that has three banks.....one of the banks makes some bad business decisions and over a period of time most of the citizens choose to do business with the other two banks.....bank number three begins to decline and is at risk of failure.....

what is the proper course of action for the government to take.....

1) give large amounts of cash to the owners of bank number three in exchange for stock in the company.....

2) give large amounts of cash to all three banks in exchange for stock in the company.....

3) be satisfied that two banks are succeeding and do nothing......

(hint: if you answered #3 you are not qualified to run for political office at this time)

4) be satisfied that two banks are succeeding and do nothing...... knowing that if there really is a need for a third bank in that town (meaning, people are willing to put their money in a third bank and do business with it), someone looking to make some money in the banking business in an area where a ready-made clientele is poised and waiting, will probably open a bank without government control and fill that need.

As usual, the question leaves out the correct choice of answer.
