and the Clinton 'surplus' was at the expense of SSI, which is in deep doo doo and getting worse. There was no "real" surplus during the Clinton administration. During those years, Social Security ran a surplus that was then loaned to the federal government in order to balance the budget. IOU's to the trust fund do not make a surplus, just hiding the debt.
