Flashing your lights at an oncoming vehicle can mean many things. For instance...deer in the road ahead, an accident, an object impeding traffic or representing a threat to a car. What evidence could be offered to support a case of ticketing a driver for flashing lights.

Furthermore. Most signal light controls are also integrated with the bright light controls in most cars now. I have as everyone has accidentally flashed lights before when activating a turn signal. Who is to say that this is not what happened to this fellow?
