That's the gist of the bill the House it going to try to pass on Sunday. It does two things:
1.) It will "deem" the Senate's HC bill as "passed".
2.) It will pass a series of modifications to that Senate HC bill.
Well, guess what, sports fans. That means that the House is passing a DIFFERENT bill from what the Senate passed, since the House is modifying the bill.
That means the Senate must now approve the modifications in this Sunday bill... or else there will be nothing for the President to sign.
Even if this "deeming" of "passage" was somehow Constitutional, the addition of modifications to the Senate bill by the House, makes it un-signable by the President.
The Constitution requires that the House and Senate pass the SAME, IDENTICAL bill, to be able to send it to the President for his signature.
The House shell-game masters seem to be pretending that if the bill deeming passage, has a set of modifications next to it in the same bill, then somehow the bill isn't modified for signing purposes, but IS modified for House-passage purposes.
Can anybody figure out these bizarre pretzel twists Nancy Pelosi is going through, to put forth this amazing charade?
Sorry, Nancy. If your bill modifies the Senate HC bill, then it's NOT the same bill the Senate passed.
