On Sept. 17, 1789, the delegates to the Philadelphia Constitutional Convention signed the new Constitution of the United States, that they had written to replace the Artricles of Confederation, and sent it to the States for ratification.
Various politicians have been hacking away at it ever since, trying to pretend it didn't say what it said or that the Federal government had more powers than it gave them.
