this is one part of a very informative documentary I've run across.
It makes some interesting points, there are people form different sides of the issue speaking. From each extreme really.
this section makes a very simply observation may sound a little over the top to some, but if you watch the whole thing you'll kind of get where it's coming from.

The U.S. has always had socialist institutions as part of its government. In the 1840's 15% of the federal budget went to subsidizing the press.

No, I think it just means that the United States of America has always had and will always have particular socialistic inclinations. It's part of the social makeup of any society, isn't it?
