Too funny. If I were cynical enough, I could believe that this was not a gaff but an intentional effort to mislead the populace. It might also be construed as an indication of this man's disregard for the Constitution of the United States of America and his belief that the legislative and executive branches of our government do not have to consider the findings and impact of the judicial branch.
