Why shooting Usama in the head is A-OK

1) Usama holds no political office from any sovereign authority.

2) Usama is a legitimate military target.

3) Our men in uniform are under no obligation under U.S. or international law to give a legitimate enemy target an opportunity to surrender before using deadly force. That would be absurd, as it would essentially prohibit armies from utilizing the element of surprise. They are obligated to cease fire on an enemy which has shown a clear intent to surrender, but if that enemy never gets the chance, that's too bad for them.

4) Since its doubtful the SEALs would have actually given Usama enough time to indicate either his wish to surrender or his wish to fight before they shot him in the face, I feel confident Usama never attempted to surrender. Of course - he probably never attempted to fight back, either. There was probably about 1/2 a second between the time the SEALs entered his room and the time he got his head blown off.

No time to surrender. Except for the nearly 10 years 9/11.
