The inquiries include allegations that deputies broke an inmate's jaw (http://www.latimes.com/topic/health/human-body/jaw-HHA000032.topic) and other facial bones and beat another man for two minutes while he was unconscious.

Their investigation created a flap recently when Los Angeles County Sheriff's Department (http://www.latimes.com/topic/crime-law-justice/police/law-enforcement/los-angeles-county-sheriffs-department-ORGOV000937.topic) brass discovered that an inmate inside Men's Central Jail was an FBI informant equipped with a cellphone he was believed to be using to communicate with agents on the outside.

Sheriff Lee Baca (http://www.latimes.com/topic/politics/lee-baca-PEPLT007559.topic), who had not been notified by the feds of the plant inside his jail, is expected to meet with U.S. Atty. André Birotte Jr. soon to discuss the phone incident and the growing tensions between the two law enforcement agencies.

The jail probes mark the third federal investigation of the Sheriff's Department in recent months. Last month, the U.S. Department of Justice (http://www.latimes.com/topic/crime-law-justice/u.s.-department-of-justice-ORGOV0000160.topic)'s civil rights division announced a wide scale "pattern and practice" investigation into allegations that deputies in the Antelope Valley discriminated against minority residents who receive government housing assistance. Also last month, The Times reported that a Sheriff's Department captain had been put on leave after federal agents suspected hearing her voice on a wiretap of a suspected Compton drug ring.

When the FBI, of all agencies, has to call law enforcement on abuse, you know it's bad. Next the ATF will be calling out other agencies on their botched paramilitary raids.

yeah, might be the case IF both weren't already implicated in FAST & FURIOUS. FBI and DOJ have no room to talk.
