I swear, it feels like my nose is filled with concrete. I can't breathe through it at all, and when I swallow, I practically choke because of zero air getting through.

I have tried chicken soup, hot teas of all kinds, hot shower with one of those shower soothers, blowing my nose (absolutely no fluid movement from that), a humidifier with the vicks inhalant stuff, vapo-rub, saline nasal spray, etc.

I can't take sudafed or anything containing pseudophedrine because of my high blood pressure issues.

Is there anything I can use to help me breathe better, and start my nose draining? I wouldn't have an issue if it were at least moving, instead of sitting there, stagnant like concrete.

Try a nasal spray. One with ingredients you can handle. Sounds like you have already tried most of the home remedies already. Afrin always works for me. Actifed also works for sinus problems but might not be good for you with the blood preasure issues.
