I'm thinking the letter may well be related to this:

McCain, Graham, Ayotte: Rice Decision Won’t End Benghazi Scrutiny (http://www.nationalreview.com/corner/335614/mccain-graham-rice-decision-wont-end-benghazi-scrutiny-katrina-trinko)

While the White House may have been hoping that Susan Rice’s decision to no longer pursue the Secretary of State position means that the investigation into what exactly occurred at Benghazi and who was responsible for the security decisions will cease, both Senators John McCain and Lindsay Graham made it clear today that they intend to continue pursuing the matter.

“Senator McCain thanks Ambassador Rice for her service to the country and wishes her well,” said McCain spokesman Brian Rogers in a statement. “He will continue to seek all the facts about what happened before, during and after the attack on our consulate in Benghazi that killed four brave Americans.”

In his statement, Graham said he “respect[s] Ambassador Rice’s decision.” But he also struck a hard line.

“When it comes to Benghazi I am determined to find out what happened – before, during, and after the attack,” Graham said. ” Unfortunately, the White House and other agencies are stonewalling when it comes to providing the relevant information. I find this unacceptable.”
“The story of Benghazi is a story of national security failure and we must work to prevent it from ever happening again,” he added. “I will continue working diligently to get to the bottom of what happened in Benghazi.”

UPDATE: Senator Kelly Ayotte also remains concerned about Benghazi. “I respect Susan Rice’s decision and appreciate her commitment to public service,” Ayotte says in a statement. “However, my concerns regarding the terrorist attack in Benghazi go beyond any one individual. I remain deeply troubled by the continued lack of information from the White House and the State Department. With four of our public servants murdered, it is critical that we get to the bottom of what happened.”

Beware! There must be something nobody is recognizing since Rice....to my knowledge, hadn't been asked by Obama to become SecState. It was all rumors, and spread by the MSM who wanted her to be SecState.

This is all another ruse, a trick, another Liberal, Political twist to get attention about other things...off of Obama.

Just watch. Something other than the FISCAL CLIFF is about to happen, and I suspect. IT AIN'T GONNA BE PRETTY for anyone.

She requested and was granted removing her name for consideration of the post, that is all that was done.

I heard that she may be appointed as National Security Adviser:

..It was unclear why Rice made the decision now to withdraw her name from contention.
"Susan made this decision herself in the interest of avoiding a protracted partisan brawl," said White House spokesman Tommy Vietor.

One option is for Obama to make Rice his national security adviser, a position that does not require Senate confirmation. But there has been no indication the current national security adviser, Tom Donilon, is leaving any time soon...

This OP-Ed piece from FOX, mirrors what many are saying now:

http://www.foxnews.com/opinion/2012/12/13/why-obama-blinked-on-susan-rice-nomination/

On Thursday, President Obama took the unusual step of issuing a statement saying Susan Rice, the embattled US ambassador to the UN, had withdrawn herself from consideration to be secretary of state.

This was highly odd conduct for a White House because Rice was never nominated. In instances like this, presidents usually just nominate someone else and decline to discuss discarded possibilities for appointments.

This tells us that the White House remains deeply worried about the Libya scandal.

...

In fact, as Rice almost certainly knew from her intelligence briefings, the Libyan government, and even unclassified emails that the killing was a deliberate attack by an Islamist group.

Rice presumably did this to advance the president’s reelection campaign. A successful terrorist attack did not fit Obama’s contention that “the tide of war is receding” in part because “al Qaeda is on its heels.” Presumably other administration officials, like Secretary of State Clinton or Pentagon boss Panetta, declined to do the dirty work out of wise concern for their reputations.

That left Rice, the politico with a history of misleading the American public on national security matters for electoral reasons. As an NSC staffer dealing with Africa in the Clinton administration, Rice in 1994 reportedly urged against calling mass-killing in Rwanda the “genocide” it so obviously was. In a call with other national security officials, Rice specifically cited looming congressional elections as a reason to pull punches, especially since the administration was doing nothing.

...

So why did Obama blink? The reason can only be fear. Next week, Hillary Clinton is supposed to testify before Congress about Libya. There are some indications Clinton may now back out, or resort to insisting on a closed session hidden from the public. Whatever the result, President Obama clearly does not want to give Congress any more high-profile chances to ask someone under oath what happened in the hours and days after Stevens was killed. Rice was at ground zero of the real scandal: not in Benghazi, where the attack occurred; but in Washington, where the cover-up was planned and executed.
