Compare the crime statistics from Massachusetts or New Hampshire versus Tennessee. What do you suppose drives the difference?

Since no one is biting, I will take a stab at it. I see a few possibilities:
1) Southern cops are more rogue and arrest people easily, messing up the crime statistics.
2) New Englanders are more civilized (in spite of their politics) and commit fewer crimes.
3) New Englanders are more vigilant (think old busybody) and that deters criminals.

I think your answer was in there. He mentioned crime occurring primarily in major metropolitan areas. There is also less overall poverty up there, especially NH.
