Obama even said the Senate framework is "very much in line with the principles I've proposed (http://www.whitehouse.gov/blog/2013/01/29/president-obamas-four-part-plan-comprehensive-immigration-reform) and campaigned on for the last few years. At this moment, it looks like there's a genuine desire to get this done soon. And that's very encouraging."
But the president can't just be a bystander while Congress does what Congress was created to do: legislate. No, he must lead, or at least appear to lead.
So that's why Obama used his Las Vegas speech to demand that Congress act and avoid getting "bogged down in endless debate" -- the usual state of affairs on Capitol Hill.
"If Congress is unable to move forward in a timely fashion, I will send

up a bill based on my proposal and insist they vote

on it right away," he said.

Insist? That verb probably drew some chuckles from members of Congress, who are proud of the legislative branch's independence from the executive branch. The president can implore, cajole and pressure Congress by building a groundswell of public opinion, but he can't insist on anything. Congress will do whatever Congress wants to do
