The taxpayer left out in the cold?

Who's running Y-12? The National Nuclear Security Administration and its primary contractor at the Y-12 nuclear weapons plant are refusing to release information on who's managing the government installation with a billion-dollar annual budget. This appears to contradict President Obama's memo on openness and transparency (http://www.whitehouse.gov/the_press_office/TransparencyandOpenGovernment), which was delivered to federal agencies soon after he took office four years ago.
B&W Y-12, a partnership of Babcock & Wilcox and Bechtel National, denied a request made last week for information on the contractor's leadership team. In addition to names and titles, the News Sentinel also requested the corporate affiliation of the senior executives (B&W or Bechtel). In the past, the federal contractor has released both (http://blogs.knoxnews.com/munger/2011/09/corporate-loyalties-at-y-12.html).
"Thanks for asking about the current Y-12 management cadre, but we are declining to respond to your request," B&W spokeswoman Ellen Boatner said by email. In a later response to questions, she replied, "B&W Y-12 makes announcements regarding various changes in senior management as they occur, but we are declining to provide a comprehensive listing of the management team."
The National Nuclear Security Administration also refused to release the identifies of the federal managment team at the NNSA Production Office, which oversees Y-12 and Pantex operations.
The only member of the management team confirmed was Steve Erhart, who is manager of the NPO office.
"Beyond that, however, we are not releasing the names of others who serve as members of the NPO Management team," NNSA spokesman Steven Wyatt said by email.
The NNSA has released that information (http://blogs.knoxnews.com/munger/2012/06/feds-ramp-up-y-12pantex-osight.html) in the past.
Asked to explain the reasons for concealing the information, Wyatt responded by email, "It is our policy regarding this information."
The contract for managing the Oak Ridge plant is current in flux.
A new combined contract for managing Y-12 and Pantex, another nuclear weapons plant in Texas, was awarded earlier this month to a team headed by Bechtel National. B&W, which currently manages Y-12 and Pantex in partnership with Bechtel National, bid separately on the new contract and its team -- called Nuclear Production Partners -- lost. Since then, the B&W-led team has filed a protest on the contract award, which is valued at $22 billion over 10 years.
While they were competitors on the most recent contract procurement, B&W and Bechtel continue to work as partners on the current management contracts at Y-12 and Pantex.
Based on information released in the past, the B&W Y-12 leadership team is a mix of B&W and Bechtel National executives.
