In Italy (and other others I am sure), voters elect parties instead of the party leaders themselves. Failing to win a majority forces either a new election or a strained coalition.
In today's Italian elections, three parties took close to the same number of votes. None of them wants to negotiate with the other.

Addendum: You would love my former college roommate, who grew up in Italy and now lives in Milan. She is so left-wing, I look like Michele Bachman by comparison. You do NOT want to discuss politics with her. :laugh:
