Obama is bound and determine to get some type of gun control going in the U.S. and what easier way to do so then go at it while congress is not in session, remember the night he was elected with in 12 hours of being elected he was on the horn with the UN , he knew he could never get congress on his side with this issue so he will do it sneaky like , call it a small arms treaty to keep illegal guns out of the states when really it is gun control through the UN instead of DC

Instead of taking the opportunity to sign the United Nations Small Arms Treaty on Tuesday, the White House has indicated that Barack Obama will sign it sometime before the end of August. This causes some concern as to what type of event the White House is waiting on to exploit the emotions of Americans to gain support for the measure and put pressure on the Senate to ratify it. Many have suggested that the signature will come under cover of darkness, sometime in August, When Congress will not be in town.

Still needs to be ratified by 2/3 of the Senate; that does not change.

Doesnt matter anyway, as it will not get ratified in the Senate. Without that, Obama can sign any treaty he wants, and it doesn't matter.

No treaty is applicable or enforceable if it conflicts with the Constitution. The Second amendment cannot be altered via treaty... period.
