Basically the story suggest that Republicans can win if they pander to Democratic voters while hoping Democrats will take a win for granted and stay home.
It's not exactly an inspiring strategy. I hope there is more to it than that.

I believe the story to be that the Democrats better stop counting on the Mexicans since some Republicans will speak to the problems Mexicans have.
