Well why not ? Ethics means nothing to this administration just look at Hilliary What Difference does it make now Clinton , she has been fired at least twice for lying under oath in 2 different scandals but Obama appointed her , the Dems have no morals Liars are a good things to them especially if they dont get caught
The real answer is Congress, but the President's answer to NSA spying on Americans is to put the guy who lied under oath about spying on Americans in charge of investigating the NSA.
