Gaffer. I do think you are right about that. I also suspect, because so many drivers probably have no driver training, and possibly nothing called Insurance exists. The one, reliable way they manage to control unlicensed, dangerous drivers is to manage them with dash cams that record THEIR driving, as well as others.

Seemed to me that someone was trying to show Russians that common courtesy regarding pedestrians, especially the elderly is worth taking note of. Animals too!
