1 hour ago The Syrian government said women and children could leave the besieged city and that rebels should hand over the names of the men who would remain, but a U.S. State Department spokesman said an evacuation was not an alternative to immediate aid.

"We firmly believe that the Syrian regime must approve the convoys to deliver badly needed humanitarian assistance into the Old City of Homs now," said spokesman Edgar Vasquez. "The situation is desperate and the people are starving."

He said the people of Homs must not be forced to leave their homes and split up their families before receiving food and other aid.

The U.N. mediator said he hoped Monday's talks in Geneva could tackle the central issue that divides the two sides - Syria's political future and that of Assad - but both sides immediately adopted entrenched positions.

Syria's government delegation presented a document for negotiation which did not mention a transition of power, Syrian television said.

The government's "declaration of basic principles" said Syrians would choose a political system without "imposed formulas" from abroad, an apparent reference to Western and regional demands that Assad step down.

The opposition, which wants Assad to quit as part of arrangements for a transitional government, immediately rejected the proposal.

"The declaration is outside the framework of Geneva, which centers on creating a transitional governing body. It fails to address the core issue," the opposition's chief negotiator, Hadi al Bahra, told Reuters.

Syrian Deputy Foreign Minister Faisal Mekdad said he would meet U.N. mediators following the opposition's rejection of the government's proposal. "We are here to discuss terrorism, not a transfer of power," he said, using the government's blanket term for the revolt that grew out of peaceful protests in 2011.

STRATEGIC LOCATION

Homs, occupying a strategic location in the center of the country, has been a key battleground. Assad's forces retook many of the surrounding areas last year, leaving rebels under siege in the city center, along with thousands of civilians.

Mekdad told a news conference on Sunday the government would let women and children leave the city center if rebels gave them safe passage. U.N. mediator Lakhdar Brahimi said he understood they would be free to quit Homs immediately. Every time the government there starts gaining the upper hand we have foreign interests --UN and USA demanding THEY GIVE BACK TERRITORY OR ELSE LET THE ENEMY ESCAPE. Why should they ? They are the legitimate government while the enemy is a force headed by and controlled completely by foreign Islamic terrorist invaders? bamscum stabbed our ally in Egypt in the back to oust him but in Syria he has no such ability --must really chap his sorry ass to be stopped from his agenda. The Syrian government needs to just go on in and kill all the Muslim terrorists that are trying to establish that Islamic Caliphate and not worry about collateral damage--the freaking rebels never worry about it, hell they intentionally murder innocent people there for over a dozen reasons none of which warrant such extreme measure! I hope Assad tells the UN and Obama "go suck eggs you bastards"! Every true American patriot should be pulling for Assad to win. His opposition is a far greater enemy to this nation than he ever was or ever will be. TRUTH is an amazing thing , more people should get off their lazy asses and search for it instead of taking in the Obama /government /globalist propaganda and blindly accepting it. Hasn't the bastard shown you dumbasses enough already for you to have figured out he is 100% against this nation???????????????????????????????????????????? ???????????? I get nauseated sometimes just thinking about how damn dumbed down this population is! Truly the majority of this population lives and acts on about a fourth or fifth grade level of learning where politics and our survival is at stake . Public mis-education and complacency have worked their magic and likely we will all have to suffer for that dem/lib/socialist Federal government engineered state of things . Some of us actually live with our eyes wide open!! --Tyr

With respect Tyr, Bashar lost legitimacy the day he started massacring his own people.
