How do you know it's fake?

1) The features are not sharp like a minted US coin.
2) It has a grainy effect that comes from a non-professional casting process (even non-professional by US 1700s standards)
3) The eagle is poorly defined in the middle, while the stars and cloud are well defined.
4) The seven doesn't match genuine 1799 silver Dollars.
5) The reeding beneath the date looks like a row of circles which is incorrect.

I'm sure I can find more evidence if I think about it some more.

Did you report it to Ebay and law enforcement?

It looks like he had it professionally graded, though. At the bottom of the page is this :

But it does say it's Uncertified... how can you get a coin graded and yet uncertified?

It's like reporting illegal aliens. Notice that someone already bought the coin. A legitimate specimen WITH A HOLE DRILLED IN IT sells for more than the $500 "buy it now".

Yeah, I saw that other coins of the same year were going for much more money.

Still, I'd think that counterfeit is counterfeit and the Secret Service would be interested in it, even if it is a very old coin. If it is fake and it sells, then the seller is up for felony fraud charges beyond the counterfeit because it's over $500.00.
