Just an example of the way our country has our government set-up.
Installation police need a new wall adapter/plug thing for one of their machines that creates installation ID badges.
Amazon has one for $12 plus $8 over-night shipping. Sounds easy?
To buy from Amazon we need a special justification memo sent up through leadership showing why we want to buy something NOT from a General Services Administration catalog. In the GSA catalog the part is $45.
After the memo is created it's staffed through three levels to the approving authority. When it comes back signed, we submit that memo along with written request through our budget people who then create an authorization and release the funds - and then we can buy...probably two weeks later.
So - in reality, we aren't saving ANY money by buying through amazon - if you count man-hours associated with the approval process. If ten people take 5 minutes; and the average salary is what? $45/hr? Makes the $20 amazon-sourced part $60 or so.
In the mean time the Police cannot do that part of their job.
