It's what the Virginia State Police is calling covert, non-police type vehicles. State Troopers are cruising up and down Southwest Virginia highways in them looking for texters behind the wheel.

It's a very simple process. A crew of officers will drive down the highway looking for distracted drivers. When they find a driver breaking the law, an officer not driving the vehicle will snap a picture of the offender in the act. Some pictures are even good enough to see the iconic "text bubbles" on screen.
