Isn't a "do-nothing" Congress the best type of Congress?

The founders purposefully made it difficult for laws to be passed, not to mention amending the Constitution or approval of treaties.

They were 'revolutionaries' that recognized that time cooled rash decisions in normal circumstances. The words they chose, the numbers they used were deliberate.
