The question "Who are you, Mr. Putin"" appeared right after he became a President of Russia. Let us see his rapid career.
After the events of 1991 the USSR has ceased to exist and Mr. Yeltsin became the President of an independent State, which declared itself the successor of the USSR. Russia was facing hard times.
The economy of the USSR was highly integrated as the USSR policy was to develop all the Republics. They were industrialized from the Union budged where Russian Federation was the main donor. After 1991 all this relations were ruined, there was the USSR international debt, which Russia had to pay back as the USSR successor.
President Yeltsin had his personal experience to govern Sverdlovsk region and Moscow, but by the 1996 it became clear that this experience was not enough to govern such country as Russia and to form up the team of professionals to his assistance in economical, internal and international affairs. So, it was high time to thing about the successor.
This or that way the choice foll on Mr. Putin and they started to prepare him, enabling him to obtain personal practical experience he lacked. Why they chose the former intelligence officer? - I think because their work demands analytical abilities and they use to solve the multivariate problem with the system approach. He was young, strong and had already gotten personal experience in some of required fields.
Now, let us see the steps of his rapid career.

Sure I am able if I have reasons. But I have none yet, though some others have and they writing them in Russian forumes and comments to some articles. They seem rather stupid for me, but they have RIGHT to write and the do.
