From The Associated Press 3 July 2015:
----------------------------------------------------------
U.S. Sen. Mike Enzi has introduced a constitutional amendment to redistribute power from the federal government to the states.

The resolution by the Wyoming Republican would give states the authority to repeal any federal regulation or law, which would provide states with the ability to act in the best interest of their citizens.

It's a shame that it has come to this. These things should be worked out in the Congress — House & Senate. But there are times when several States could gang up on one State, and pass laws and resolutions that do not represent the best interests of a particular State. But then, sometimes these laws and resolutions may be necessary for the good of the whole.

That was the original function of the Senate. Repeal the 17th.

Does this mean states can ignore or repeal the Second Amendment if they choose to?

An amendment to protect from laws/regulations is NOT the same thing as repealing a constitutional amendment.

Just brilliant. SO he reinvented the 10th Amendment?

It is if he wants to restore the proper function of the Senate.

Politicians are so mired in their laws and regulations that they don't even know how the original Constitution works anymore!
