SIMI VALLEY, Calif. – Republican presidential candidate Jeb Bush said Tuesday the U.S. may need to send more ground troops into Iraq to defeat Islamic State (ISIS) militants, but he stopped short of saying how many as he outlined his strategy for combating a threat that's "spreading like a pandemic."


In the first major foreign policy speech of his White House bid, Bush sharply criticized Hillary Clinton's tenure as secretary of state and accused the Democratic front-runner and President Barack Obama of allowing the militant group to take hold in the Middle East.


"Who can seriously argue that America and our friends are safer today than in 2009, when the president and Secretary Clinton - the storied 'team of rivals' - took office?" Bush said. "So eager to be the history-makers, they failed to be the peacemakers."


Along with saying he would potentially boost the number of U.S. troops in Iraq, where roughly 3,500 American military trainers and advisers are already helping Iraqi forces fight ISIS, Bush offered a broad look at how he would take on the group in neighboring Syria — which Bush and Middle East experts agree is a far more complicated task.

On Tuesday night, Jeb Bush, who is seeking the Republican presidential nomination, attacked President Obama and former secretary of state Hillary Rodham Clinton for their “premature” decision to withdraw U.S. forces from Iraq — a move he describes as a “fatal error.”


“It was a case of blind haste to get out, and to call the tragic consequences somebody else’s problem,” he said. “Rushing away from danger can be every bit as unwise as rushing into danger, and the costs have been grievous.”

[Y]ou certainly can make a persuasive argument it was a mistake. But there is a time that line going along that Bush and the other people lied about this. I spent 18 months looking at how Bush decided to invade Iraq. And lots of mistakes, but it was Bush telling George Tenet, the CIA director, don’t let anyone stretch the case on WMD. And he was the one who was skeptical. And if you try to summarize why we went into Iraq, it was momentum. The war plan kept getting better and easier, and finally at the end, people were saying, hey, look, it will only take a week or two. And early on it looked like it was going to take a year or 18 months. And so Bush pulled the trigger. A mistake certainly can be argued, and there is an abundance of evidence. But there was no lying in this that I could find.

Wallace points out that Obama has said that he tried to negotiate a status of forces agreement but did not succeed, but “A lot of people think he really didn’t want to keep any troops there.” Woodward agrees that Obama didn’t want to keep troops there and elaborates:



Look, Obama does not like war. But as you look back on this, the argument from the military was, let’s keep 10,000, 15,000 troops there as an insurance policy. And we all know insurance policies make sense. We have 30,000 troops or more in South Korea still 65 years or so after the war. When you are a superpower, you have to buy these insurance policies. And he didn’t in this case. I don’t think you can say everything is because of that decision, but clearly a factor.


We had some woeful laughs about the insurance policies metaphor. Everyone knows they make sense, but it’s still hard to get people to buy them. They want to think things might just work out, so why pay for the insurance? It’s the old “young invincibles” problem that underlies Obamcare.


Obama blew it in Iraq, which is in chaos, and in Syria, which is in chaos, and in Libya, which is in chaos. A little history:

This is near-criminal neglect and incompetence, and an awful lot of people will pay a steep price for the Obama Administration’s fecklessness.

Because it bears repeating. In Iraq, Obama took a war that we had won at a considerable expense in lives and treasure, and threw it away for the callowest of political reasons. In Syria and Libya, he involved us in wars of choice without Congressional authorization, and proceeded to hand victories to the Islamists. Obama’s policy here has been a debacle of the first order, and the press wants to talk about Bush as a way of protecting him. Whenever you see anyone in the media bringing up 2003, you will know that they are serving as palace guard, not as press.

This is the guy who needs to start "banging his shoe". He has the experience I am looking for but if he keeps the monotone up, he will get swept in the first four primaries. Sure he is the vegas favorite but so was Hillary in 2007. Is it risky for him to go wild, sure. But he may not have a choice.

Jeb may or may not be the 'answer' if Trump falters. He's got a lot of baggage, but unlike Hillary it's mostly relations, (immigration and common core being the exceptions.) His favorables and unfavorables are very good. Like all else, 'time will tell.'

Jeb Bush has a fantastically awful idea when it comes to college education. If kids can’t graduate with a four-year degree in four years, there ought to be some payback to their families or to them, or their got to be some support for the loans they’ve taken out.

This is so fiscally irresponsible and reprehensible, it’s not even funny. For one, it would cause major federal budget issues because the government has increasingly gotten involved in higher education over the last 50 years. Cato Institute wrote (http://object.cato.org/sites/cato.org/files/serials/files/cato-handbook-policymakers/2009/9/hb111-21.pdf) in 2009 how higher education federal spending hit $36.6B, not counting the $31.4B in research grants. College Raptor’s guide (https://www.collegeraptor.com/college-guide/financial-aid/where-does-financial-aid-come-from/) to financial aid shows the federal government covers 58% of student aid nationwide. This includes (https://studentaid.ed.gov/sa/types/loans)up to $5500 in Perkins Loans and up to $12,500 in Direct Subsidized Loans and Direct Unsubsidized Loans for undergrad students. This doesn’t count (https://studentaid.ed.gov/sa/types/grants-scholarships) the Pell Grants or Supplemental Education Opportunity Grants available either. So it’s possible, Bush’s plan could end up making the federal government pay TWICE in both loans and the payback, because the universities sure aren’t going to use athletics fees to pay students back.


There’s also the problem of how student loans actually make college more expensive. Ex-Secretary of Education William Bennett said in 1987 colleges and universities are raising rates because the Federal loan subsidies help “cushion the increase.” The National Association of College and University Business Officers released (http://www.nacubo.org/Business_and_Policy_Areas/Student_Financial_Services/Student_Financial_Services_News/Results_Are_In_The_2014_NACUBO_Tuition_Discounting _Study.html) a study on Tuesday saying around 90% of freshmen are on financial aid. NACUBO President and CEO John Walda said private colleges and universities are increasing discounts and doing more grant money to students. This goes along with a Federal Reserve Bank of New York study (http://www.newyorkfed.org/research/staff_reports/sr733.pdf) in July noting the connection between student loans and the rise of college tuition. It found universities increased tuition around 65% due to changes in the federal loan program (emphasis mine).

If Trump falters, I think our man will be Cruz... but I think the race will be a lot tighter if that happens.


I don't think Jeb has any kind of decent chance at this point.
