I was reading a couple of stories about the global web hosting company CloudFlare. It seems that the vast majority of Islamic extremist web sites are hosted by CloudFlare. In addition to message services.
When questioned about hosting terrorist sites, CloudFlare has repeatedly invoked the rights of free speech to all, and stated that it is "not allowed to regulate what is posted on its servers."
Even the U.S. government was rebuked by CloudFare's management:

"the US Government is not in the business of labeling websites as dangerous”
