An acquaintance of mine who is a Marine said the following re lowering the flag because of Orlando:

By the rules and regulations of the US Flag this is not a reason to lower to half staff. #raisethemup

I think the incident is worthy of lowering the flag. But I didn't know there were rules...

There are, and they are varied, but in this case it is appropriate just as when GWB ordered flags at half
mast after 9/11; however, it could be argued that he did that in respect to the First Responders that perished:

I do not agree with it being done as a knee-jerk reaction, but in this case it has been done
to mourn a tragedy.

He's absolutely correct. Lowering the flag has become a joke.
