The Justice Department has replaced the New York team of agents and lawyers investigating the death of Eric Garner (http://nyti.ms/1GEerSm), officials said, a highly unusual shake-up that could jump-start the long-stalled case and put the government back on track to seek criminal charges.

Mr. Garner, 43, died in 2014 on a Staten Island street corner, where two police officers confronted him and accused him of selling untaxed cigarettes. One of the officers, Daniel Pantaleo, was seen on a video using a chokehold, prohibited by the New York Police Department (http://topics.nytimes.com/top/reference/timestopics/organizations/n/new_york_city_police_department/index.html?inline=nyt-org), to subdue him. Mr. Garner’s last words, “I can’t breathe,” became a rallying cry for protesters around the country.

If you've ever wrestled or had to take someone down, you would know
a person fighting you will slip into a 'choke-hold'. It is usually only a head-lock;
control the head and you control the person. I've had it happen many times,
even with pulling a combative swimmer from the water.

False accusation. The cop was cleared.

Seems the DOJ disagrees. It's more to divide the country.

Not indicted is not the same thing as cleared.
