Trump's golf game

During the presidential campaign, Trump directed a lot of criticism at Obama for spending too much time playing golf and not enough time running the country. Trump also stated that, when he was president, he would be "too busy to play golf."
YET... In Trump's first month in office, he has spent every weekend in Palm Beach, playing golf with rich people. Which has almost shut down many businesses in the city who can't operate because of the heavy security.
Anyone want to explain this anomaly?
