I thought this was already done, by Candidate Trump? Sounds like more of the same as GOP regarding 'repeal and replace.' Sounds good, so hard they didn't get around to it:

New: Trump to let House GOP write his tax plan

Beginning next week, President Trump plans to spend several weeks selling the benefits of tax reform, with a flurry of speeches on the road, rallies (including the Rust Belt), and meetings at the White House.

But administration officials tell us that based on their experience with health reform, they plan to let (https://www.axios.com/white-house-to-roll-out-tax-reform-messaging-next-week-not-a-plan-2476789674.html) Capitol Hill drive the details, rather than releasing the White House plan that once had been promised.

The working plan is expected to come from the House Ways and Means Committee, in the latter part of September. "We need the Ways and Means Committee to own it," a top administration official told me.
A senior source says Trump will sell this hard, in a way that he never did with health care.
Trump will argue that tax reform is necessary to spur economic growth, and will talk up tax simplification and what that would mean for individuals.

Congress is supposed to do this. The President can make suggestions but this is the job of Congress.

So when he and those in his administration claimed to be ready to 'roll it out' they were lying? He had a plan, which it was supposed to passed by the Congress. Not so much now it seems.

You screwed up, you took Trump at his word.

Seriously, what do you expect from him? He's not the legislative branch. He did and does have a tax plan. Guess what? The GOP doesn't like it and even if they did they would write the legislation anyway because that's their job.

Will anything from Trump short of delivering a fully fleshed out Bill to the House, ready to be voted upon, be good enough?

I would be very uncomfortable with a President delivering no-touch legislation to the House.

I would put congress on notice via going straight to the people as well. Let them see/hear what he wants and is requesting - and then see if congress follows through. If not, as they did previously, hopefully they'll get voted out next election, even if it means they lose the majority, IMO. I would also go around to the nation and tell them that he is putting out 'term limits' for congress and getting a bill started or whatever... and then if they vote against which they will, again it will be seen by the voters. (as an aside, IMO they should have some sort of voting referendum for this, which I believe easily passes the 1st go round, but I have no clue how something as sych gets started, obviously in congress though).

Trump gets blamed for not keeping promises. He gets blamed for things failing, and things congress is supposed to do and doesn't. Let them of course do their jobs - but at least the voters are clearly seeing his input, and then the rest is up to congress. Better than allowing the MSM and congress and haters to blame him for things failing.
