I read a political book like this a couple years ago, can't remember who it was about, but the author constantly mind-read. He kept "quoting" the thoughts of the politicians. Also what they said aloud in private. I was pretty scandalized at this fictionalized technique of "reporting." Lying, I concluded, just making everything up, and stopped reading the book.
