Coast Guard reopens public comment period for harbor bar entrances along Northern Cal

It is about time the 11th District did this. Some of those bars can get really nasty when breakers are
hitting 25 feet and the offshore conditions get close to 35 feet.

The 13th District allows for bar closures, D11 has classically avoided allowing closures.
