Sometimes we have to rely on the goodness of other mariners to assist people in distress.
Here, a USCG C-130 vectored in a civilian fishing boat to pull 8 people off a liferaft after
their boat sank:

Thankfully the distressed craft carried a liferaft and EPIRB (which are required for vessels carrying passengers for hire).
Some fly-by-night passenger vessels try to cut the rules and face the master, and owners, with loss of license if caught as well
as hefty fines.
