I saw this on the news. Nice work by the Coast Guard, and especially this one guy.

I had to wonder - why didn't the submarine just submerge? Not just with the guy pounding on the hatch, but before that. I would think they would have gotten away, and with $232 million. What's the point of getting a submarine if you're not going to submerge?

They are low profile semi-submersible vessel. But not fully submersible. Low profile to
'avoid' detection.

U.S. Navy can spot them. P-8 Orion fixed wing aircraft are rigged to detect submarines and low
profile craft.

They turn the sightings over to USCG Cutters or Navy craft with a USCG boarding team deployed
with them or patrolling Canadian or Mexican vessels.

Nice arrangement!
