Coronavirus in NY: Cuomo orders lockdown, shuts down non-essential businesses

ALBANY — Gov. Andrew Cuomo ordered a statewide lockdown amid the worsening coronavirus pandemic Friday that will shut down most of the Empire State — including New York City.

“I want to be able to say to the people of New York — I did everything we could do,” Cuomo said. “And if everything we do saves just one life, I’ll be happy.”

The restrictions take effect Sunday night at 8pm and will:


Shut down all non-essential businesses across the state, leaving just grocery stores, pharmacies and other essential operations open
Ban all non-solitary outside activity, like outdoor basketball games and other team sports
Require all non-essential government and private sector employees work from home


Laundromats and gas stations will be allowed to remain open, as will restaurants for take-out and delivery service. Cuomo said the MTA will continue to run the city subways and buses and the MetroNorth and Long Island railroads.

“We have to do it, we have to be serious,” Cuomo told reporters at the state capitol.

“Everyone has personal freedom and everyone has personal liberty and I’ll always protect that,” he added. “But everyone also has a responsibility to everyone else.”

The new emergency action came as the Empire State’s coronavirus case count ballooned to more than 7,100 cases across the state — more than 4,400 are in New York City. The state’s death toll has jumped to 35, up from 26 on Thursday.

Cuomo said the orders will be strictly enforced and businesses in violation will be fined. And, he said violators will be fined to coordinate the lock-down policies with New Jersey, Connecticut, Pennsylvania and Delaware.

“Regional action is the best,” he noted.

Cuomo’s directive follows California Gov. Gavin Newsom ordering his entire state Thursday to stay home in a desperate bid to slow the spread of the disease.

JUST YESTERDAY I was reading articles where Cuomo outright dismissed the idea of a quarantine. Things are happening quite fast. I'm good so long as they don't bolt us in place down the road.

New York State Governor Andrew Cuomo Says New Yorkers Could Be Quarantined for FOUR MONTHS

New York Governor Andrew Cuomo has announced orders for residents to stay at home over rising COVID-19 concerns — and said that the lockdown could last up to four months.

In a Friday press conference, Cuomo said that the stay at home order could last, “two, three, four months.”

“This is the most drastic action we can take,” Cuomo said.

The move follows California Governor Gavin Newsom’s shelter in place order from Thursday.


“This is not life as usual. Accept it. Realize it. And deal with it,” Cuomo said. He asked the public to “remain indoors to the greatest extent possible to protect physical and mental health. Your actions can affect my health; that’s where we are. We are all in quarantine.“

Cuomo said that things like “solitary exercise” would be allowed, but that the state would be “aggressive” in enforcing the rules.

The governor said that mass transit, restaurants, food delivery and banks would remain open. A full list of businesses that are allowed to remain open is expected to be released on Friday afternoon. “Non-essential” businesses will be closed.

“These are legal provisions,” Cuomo said. “They will be enforced.”

“I am not kidding about this,” the governor added.

U.S. may convert thousands of New York hotel, college rooms into care units

WASHINGTON (Reuters) - The U.S. Army Corps of Engineers is looking at converting more than 10,000 New York rooms, potentially in hotels and college dorms, into medical care units to help address the fast-spreading coronavirus, the commanding general of the Army Corps said on Friday.


The pandemic has upended life in much of the United States, shuttering schools and businesses, prompting millions to work from home, forcing many out of jobs and sharply curtailing travel.


Lieutenant General Todd Semonite told reporters at the Pentagon that the Army Corps was looking at converting the rooms and other large spaces into intensive care unit-type facilities and it would need to happen within weeks, not months.


"We're talking about over 10,000 that we are looking at right now," Semonite said, adding that a decision would be made by the Federal Emergency Management Agency.
