5. I say we stop his entry into USA airspace.
6. Let him land in Canada, and drive over the border.

If he was going to do something like that it would be done in the following manner:

The plane lands and he gets off and goes to the un for his speech. After he is off the plane it takes off with his agents aboard. At about 30.000 feet they detonate the bomb. The EMP effect then wipes out all electronic equipment in the line of sight of the plane. No one killed but the agents. Ahmalittlehitler claims no knowledge of this, that it was radicals within his government who did it.

This could also be achieved by launching medium range rockets from ships hundreds of miles off the coast. High altitude nuclear explosions will knock out all electronics. They would not need hundreds of warheads to accomplish this.
