America has always had scumbags and scourge. Always had nitwits. Always had folks that carried no self respect or responsibility. Always had problems with society decaying.

The problem is that it's spreading. They're like cockroaches running around day and night here in NY!

I don't know about 60 years ago but I would tie it to the beginning of when the government started removing personal responsibility from its citizens. Social Security perhaps.
