Like everything else, the FBI began as well-intentioned. Been going downhill into Gestapo-ville ever since.

It was not however designed to spy on American people. They had to get there. It was designed to bridge the gap where outlaws were committing crimes in one state and flaunting it another. So long as they did not commit a crime in the latter, the former had no jurisdiction to go after them.
