As I have ranted and raved about since time began ... just the tip of the iceberg. This requires not only a lazy, corrupt government, but a lazy and corrupt citizenry. Those poor, overworked government employees doing everyone a favor by showing up at work (if that nowadays) to collect a check are way to busy to provide any oversight on the taxpayer dollars they are dolling out for every half-ass excuse that rolls down the sidewalk. Throw in some government-mandated lockdowns and nobody should be the least bit surprised.
