I see stories like this and the preceding one as the MSM creating the "official narrative" for the sheeple to swallow shifting blame from the Federal government's non-response to other players. The first article attempts to downplay the disaster while the second affixes blame to the railroad. While both may very well be true, neither excuses this Administration sitting on its hands in a humanitarian and ecological disaster.
