Have to wonder if some of these Republicans think about what they're doing. This isn't hurting Loser Lloyd. He's already fucked up and moved up the chain as far as he can go. Same with that poser in the WH.
This delays promotions in the field. Delayed promotions changes time in grade for the next promotion. It holds back a pay raise, and no, the military does not grandfather promotions. If anything, they'll let you wear the rank without the pay raise until you are officially promoted (called frocking).
