Closest I can get is Congress emasculating Andrew Johnson for trying to implement Lincoln's conciliatory Reconstruction policies. That Congress though was all Republican, so partisanship was not an issue. IMO, impeachment is out for the obvious reason: Replacing Moe with Larry or Curly goes nowhere. I saw a article back when and more than a few meltdown dramas ago where there was some bipartisan effort on some R's and D's in the Senate to "take back Congress' power from the Executive Branch. You presume the whole of Congress cares enough about its own role to actually do something. If the whole of Congress did care enough then it would mean that a significant number of democrats are willing to take the necessary action. The best to hope for is that the Republicans do so well in November that the (D)oddering fool can do nothing but acquiesce to wiser heads. I am not sure that doing the right thing in anywhere near the minds of the criminal class that now infests Washington DC.
