Why the heck is the Penguin considered one of Batmans greatest enemies? I mean the guy adds absolutely nothing to Batman. All the other characters seem to be entertaining and/or add something to the ultimate character development of Batman. But what does Penguin do? He waddles around carrying umbrellas. I mean "Ohhhh that's scary!" Not.
Why??? it just doesnt make sense!!!

What are reparations? Making me pay
for something I had nothing to do with compensates no one
who suffered an injustice therefore I would be penalized for
